It sounds like you're asking for a web designer/graphic designer combo, which is difficult to come by -- at least a good one. Generally, a graphic designer doesn't know enough about web to create a proper layout, and a web designer doesn't know enough about print. You'll probably want a graphic designer with at least some web experience rather than vice versa, in my opinion.
They should be proficient in Adobe Photoshop, Illustrator, InDesign and maybe Fireworks. Someone that understands graphical concepts very securely, such as color, layout and typography, but also has a firm grip on web concepts, such as grid layouts, the "above the fold" rule, and UX/UI design.
Wage is dependent on how much your office brings in yearly. The average salary would ideally be between $50k and $60k, but once again, that depends on your office's income.
