Despite popular belief, there are actually a couple pretty good free web hosts. I recommend X10Hosting. It's great for basic personal websites. I have my portfolio website hosted by it. Also, I have a bunch of files hosted by it.

My experience is that cheap hosts are less reliable, and don't offer as many features as their more expensive counterparts. Apache, for example, is one software these hosts tend to be missing, not to mention more efficient security filters and databases. They also tend to have poor customer service and as far as up-time goes, they usually leave much to be desired. In high school, I was in a program separate from the main building for tech students, and part of our curriculum was building a personal portfolio. The other kids had to get a host, and our teacher suggested a relatively cheap one. It was something like $10 for so many months. Basically, they found that they were very limited in the features they could implement, and occasionally would complain that their website was down. Meanwhile, I was paying $90 annually for my GoDaddy and had none of these problems... Moral of the story: you get what you pay for. If you're just looking for a simple host to make a simple website, no databases or Apache involved, then the free ones are for you. If you're aspiring for WordPress sites or a secure server with 99.9% up-time, you'll need to dish out a little more than $10 a year. Right now www.bluehost.com/ is having a Black Friday special for $3.95/month for unlimited hosting space, unlimited email accounts, and a free domain. They do have some nice features, so there's a good option for you. I do know that their customer service is poor, and they tend to blacklist sites under the most minimal of suspicions, but that probably wouldn't be an issue. GoDaddy seems to be having a 50% off thing going on, as well. You could check out Lunarpages too!
